Clinton to Cambodia: Stay independent

Latest News - UPI.com

PHNOM PENH, Cambodia, Nov. 1 (UPI) -- U.S. Secretary of State Hillary Clinton says Cambodia should pursue an independent foreign policy without relying too much on China.

Clinton is on a seven-country trip through Asia in support of the administration's view of Asia as a key to the future and its efforts to balance the influence of China, The Washington Post reported Monday.

"You don't want to get too dependent on any one country," Clinton said when questioned about China's influence in a meeting with Cambodian students.

"There are important issues that Cambodia must raise with China," she said, citing Chinese dams on the upper Mekong River that risk lowering its flow as it runs through Cambodia.

Countering China's growing influence over Cambodia will not be easy, U.S. officials admit.

China provides Cambodia with more than $200 million a year, has built much of the country's infrastructure and trains and supplies Cambodia's military.

As part of her trip, Clinton visited Vietnam for the East Asian summit of 18 Asian nations, which the United States joined in an effort to balance China's regional influence.
